Eptisa has presented the informative guide "The implementation of the Medium-Term Expenditure Framework in Central America", which includes the main results and activities carried out, as well as the lessons learned during the implementation of the Institutional Strengthening Program for the development of a Mid-term Expenditure Framework (MTEF).
The Programme consisted of a technical assistance to several Central American governments with the aim of supporting them to reach an allocation and execution of budgetary resources more predictable, efficient and effective through a tool that allows a strategic planning and a multi-annual budget formulation, focusing on results.
Between 2005 and 2016, the Swiss State Secretariat for Economic Affairs (SECO) funded and accompanied three consecutive phases of the Project in Nicaragua. Additionally, the last phase added a Regional Component to give support to the Council of Central American, Panama and Dominican Republic Finance Ministers (COSEFIN) and to their six other Member States. The agency implementing the three phases of the project has been the consortium led by Eptisa, in partnership with Oxford Policy Management from United Kingdom for the first phase and with the British firm Fiscus, Ltd for the second and third phases.
