Contribute to Sustainable Development Based on Overall Situations of 13th Five-Year Plan——Highlight︱The 3rd International Rail Transit Zijin Forum was Held at Nanjing

On November 4, the 3rd International Rail Transit Zijin Forum organized by the Rail Transit Branch of Jiangsu Communications and Transportation Association, and Jiangsu Rail Transit Technology Research Center, and co-organized by JSTI Group and Nanjing Institute of Railway Technology was held at Nanjing. Themed with “Reform and Innovation of Rail Transit”, this meeting has attracted more than 200 representatives from 55 entities nationwide. The meeting was chaired by Zhang Xiaoling, director of the Rail Transit Branch of Jiangsu Communications and Transportation Association.

This Forum has, focusing on the theme of Reform and Innovation of Rail Transit, aired different opinions in terms of infrastructure and passageway construction, management mechanism innovation and reform, new technologies and new directions of the rail transit industry, etc. At the meeting, a dozen of rail transit experts from both home and abroad, including Li Guoyong, previous inspector of basic industry office of National Development and Reform Commission, Zhou Hongyun, president of China Railway Economic and Planning Research Institute, Liu Guangzhong, Party Leading Group Secretary of Jiangsu Provincial Department of Transport and Director of Provincial Railway Office, HuiXianbao, chief engineer of Jiangsu Provincial Department of Transport, and Ms. Laura Gorrachadegui, one of major project leaders of transport infrastructure business of Spain EPTISASERVICIOS DE INGENIERÍA,S.L., et. al have conducted in-depth communications with representatives on such topics as “China's railway development and reform”, “thinking on railway-based development of modern logistics”, “focus on people first, and highlight integration and combination, to accelerate the construction of comprehensive passenger transport hub of railway”, “Jiangsu comprehensive passenger transport hub planning of ‘13th Five-Year Plan’”, and “Marmaray Project”, etc.

Li Guoyong, previous inspector of basic industry office of National Development and Reform Commission, mainly introduced “the past decade” and “the future decade” of China's railway development, and “four positive aspects and four negative aspects” of China's railway development. He thought that the past decade is a period witnessing the most rapid development of China's railway development. By 2015, China's railway operation length had reached 123,000 kilometers, and high-speed railway 19,000 kilometers. In the future decade, China's rail transit will still develop by leaps and bounds, and the railway operation length is expected to reach 200,000 kilometers by 2030, and high-speed railway 45,000 kilometers. The “four positive aspects” refer to that China's railway development brings light to the world railway, China's railway leads the new trend of world railway, China's railway technology and equipment have reached world class, and China's railway will “go global”; “four negative aspects” refer to that the large-scale construction needs a large amount of construction investment fund, the railway construction debt is massive, there is still big loss in railway transport operation, and the pressure of railway transport safety will become increasingly large. He suggested accelerating the reform of modern enterprise system of China Railways Corporation, researching the incorporation of China High-speed Railway Corporation, and delegating the power of urban high-speed railway station complex operation and management to localities.

Liu Guangzhong, Party Leading Group Secretary of Jiangsu Provincial Department of Transport, emphasized the importance of the construction of comprehensive passenger transport hub of railway, stressed to have a good command of the connotation and goal of the construction of comprehensive passenger transport hub of railway, and endeavored to build the comprehensive passenger transport hub of railway into a center integrating multiple transport modes, a center of traffic transfer, and a center of urban-rural transport organization. In addition, through the comprehensive development and vigorous expansion of its comprehensive service function, the competent authority should build the transport hub into the emerging industries clustering center, recreation and tourism distributing center, and modern image demonstration center, and thus achieving the transformation from transport hub to city hub, extension from transport function to economic function, and upgrading from hub complex to urban growth pole, ushering in a new situation in planning and construction of the comprehensive passenger transport hub of railway, and making new contribution to pushing forward the construction of modern comprehensive transport system of Jiangsu province.

HuiXianbao, chief engineer of Jiangsu Provincial Department of Transport, introduced four effects and six pieces of experience of Jiangsu province in pushing forward the construction of the comprehensive passenger transport hub of railway, and put forward six priorities on strengthening organization and leadership, and doing well in planning, overall layout, project design, information system and marking system construction, and operation and management, etc.

Finally, Zhang Haijun, vice president of JSTIGroup, made a concluding speech to the meeting, expressing the intention to establish long-term, and normalized cooperation and exchange with the participating organizations, and jointly push forward the development and progress of Jiangsu's rail transit business. (Suxuan)
